They have served as field operatives and senior executives in intelligence collection, technical penetrations, signal intercept, staff and tactical communications, computer and communications vulnerabilities and transportation vulnerabilities. In our trade and development area Global has selected individuals with extensive experience in international business, development and finance.

Ralph C. Hughes
Mr. Hughes founded GLOBAL ENTERPRISES in 1989 and has built it into a highly successful and growing business. He is the company CEO and Chairman, and as such provides overall management of Global's business activities. Before graduating with Honors from the University of Arizona, he was the president of the University's chapter of Delta Sigma Pi, the men's Business Fraternity. He was also a member of Beta Alpha Psi, the National Accounting Honorary Society. He did his graduate work at the University of Chicago, with a concentration on economics and political science. Mr. Hughes joined the Central Intelligence Agency in 1965 and had an outstanding career in the Operations Directorate, where specialized in Middle Eastern operations. He was the Agency Station Chief in several countries and he held senior management positions at the Agency's Headquarters. He retired from the CIA in 1989.
Robert K. Kelley

Bob Kelley has 25 years experience in international business, government relations and diplomacy, He served as Counsel to the Senate Intelligence Committee, Deputy Senate Legal Counsel, and Deputy to the President's Special Representative and Ambassador at Large for Nuclear Nonproliferation. In Iraq, he served as Counselor to Ambassadors John Negroponte, Jerry Bremer, and Jim Jeffrey. During this time Mr. Kelley developed relationships with almost every member of Congress, the current Vice President and Secretary of State. In Kuwait, Saudi Arabia and Egypt, he has helped Motorola compete for and win large cellular infrastructure contracts, has represented the President of Mozambique, the Japan Automobile Manufacturers Association, the City of Frankfurt, Germany (he speaks fluent German, lived in Germany for 5 years, and served 20 years on the Board of the American Council on Germany, Brazil's Odebrecht Construction company, and Turkey's Alarko. He has also worked on business and government affairs in South Africa, Algeria, Turkey, Lebanon, Israel, Liberia, and Korea, and has strong relationships with business leaders in those countries.

The Honorable Bijan R. Kian is a former member of the board of directors of the Export Import Bank of the United States and a former member of the White House Business Council. He has served two administrations from both major parties between 2006 and 2011 and has been unanimously confirmed twice by the Senate of the United States. He is a former director of the Office of Foreign Investment for the State of California, where he directed the State's $92 billion portfolio and led California's worldwide operation to attract, retain and expand the largest portfolio of Foreign Direct Investment in the United States for the seventh largest economy in the world (1995- 1996). He is also a former two term Senior Economic Development Advisor to the Governor of the State of California (1994-1995).
He is recognized globally as a commercial diplomat, economic developer, business leader, educator and community organizer. He is known for his knowledge of the culture, society and business environment in the Middle East, Central Asia and the Caucasus. Between October 2006 and June 2011, in his role as a board member of the official U.S. Government Export Credit Agency, he critically reviewed and voted on authorizing over $70 billion in export credits. This financing helped the export of U.S. products and services to over 100 destinations around the world. The exports supported creating or maintaining tens of thousands of U.S. Jobs. Specifically, he is credited for tripling the volume of export finance to the Middle East during some of the most complex years of credit and capital markets in U.S. history.
With over three decades of experience in government, business, and academia, he advised two presidents of the United States along with members of Congress from both major parties. He worked closely with senior officials at the Department of Defense, Department of State, Department of Commerce, Trade Development Agency, the Overseas Private Investment Corporation and other government departments and agencies in implementing the President's National Export Initiative. He is known for his philosophy of balancing security versus prosperity in post conflict economies. His advocacy for exporting U.S. goods and services to Iraq helped re-open U.S. government export finance programs for Iraq. With the same focus on Afghanistan, he worked closely with the Department of State, Department of Treasury, USAID, the Department of Commerce and senior Afghan government officials. He advocated for the use of specific financing mechanisms for infrastructure projects designed for high risk, post conflict economies.
In performing his commercial diplomatic role on behalf of the president and the government of the United States, he engaged in economic development talks with senior officials of foreign governments, military leaders and senior diplomats around the world. In addition to his focus on the Middle East, Central Asia and The Caucasus, he has also focused on expanding U.S. trade with Russia by engaging the banking, agricultural and technology sectors in the Russian economy.
A 1979 graduate of University of Brighton in Sussex, England, he has continued his education at Harvard University's Kennedy School of Government in National and International Security Studies as well as at Oxford University where he has studied political philosophy and epistemology. He is a frequent speaker on the subjects of national and international security, economic development, trade and investment and commercial diplomacy around the world. Hon. Kian formerly served as an adjunct professor of finance on the faculty of California State University, Fullerton and Executive Director of the California Center for Commercial Diplomacy at California State University Dominguez Hills. He has lectured on the subject of conflict and development and the interdependence of trade and security at the United States Navy Flag University and the Naval Post Graduate School. Hon. Kian currently serves as a Senior Fellow at the Naval Post Graduate School. He was awarded The Ellis Island Medal of Honor in 2009 for his accomplishments and contributions as an immigrant to the United States. As of 2011, he is the highest ranking Iranian born American serving in the U.S. government in the history of the United States.
Kemal Edes
Business Development Manager
Kemal Edes holds a BA degree from American university in Washington DC.
Subsequently he did graduate work in project management.
After completing his education Mr. Edes worked on large-scale marketing and
Web projects for the National Park Service, U.S. Geological Survey (USGS),
The Library of Congress, the Meyer Foundation, WETA Television, and the Urban
Land Institute. While working as a Project Producer at Washington DC-based
GDK, Mr. Edes handled a multi-year branding initiative with the U.S. National
Park Service and, managed a team of information architects, designers and
programmers.
In the past ten years Mr. Edes worked in business development and project management.
He has worked in a Washington DC based firm as a Project Manager in emerging
economies, including: Turkey, Azerbaijan, Libya and UAE. In his role, Mr.
Edes interacted with government officials and local partners. In his present
role he continues to oversee and coordinate projects in various parts of the
